全球铝企敦促G20应对中国过剩产能

       受中国产出冲击的俄罗斯企业支持美国、欧洲和加拿大同行倡议，即在今夏G20会议前为此创建一个全球论坛。  
       数个地区的铝业协会组成了一个国际联盟，呼吁在今年夏天于汉堡举行20国集团(G20)会议之前创建一个全球论坛，以应对中国铝产量不断飙升的问题。  
       受到中国大规模生产沉重打击的俄罗斯企业，也支持来自美国、欧洲和加拿大的行业团体的倡议，这些行业团体代表力拓(RioTinto)和美铝(Alcoa)之类的企业。  
“这种情况不仅显著扭曲了影响我们所有国家的国际贸易流动，还破坏了全球稳定，”三个行业团体在写给G20领导人的信中表示。  
       中国是世界上最大的铝生产国，但今年首次承诺削减北方地区的产能，以减少空气污染。这个承诺带来了一些希望，即政府可能出台某些政策，类似于那些帮助削减了钢铁和煤炭产能的措施。  
       尽管铝价在经历了五年的价格低迷后出现初步复苏迹象，但专家们警告称，中国的承诺尚未降低净产能。  

“虽然中央政府承认产能过剩是一个问题，并宣布了解决这一问题的计划，但迄今我们还没有看到任何动作，”美国铝业协会(USAluminumAssociation)政策事务副总裁查尔斯?约翰逊(CharlesJohnson)表示。

       中国环保部上月会同地方政府发布一份文件，要求28个北方城市减少30%的铝产能。  


       根据高盛(GoldmanSachs)分析师的估计，这些地区占全球铝产能的20%。  


       今年以来铝价上涨了11%，至每吨1916.5美元。2015年底铝价曾触及自2009年以来的最低水平。  


       约翰逊表示，他预计唐纳德?特朗普(DonaldTrump)总统会和巴拉克?奥巴马(BarackObama)总统同样认真地对待这个问题。奥巴马政府在卸任前夕向世界贸易组织(WTO)提起诉讼，挑战北京方面利用金融业补贴铝业的做法。  


       俄罗斯的绝望情绪上月表露无遗，当时该国贸易部长表示，莫斯科方面正在计划发起一个类似于欧佩克(Opec)的生产商卡特尔。后来其他官员们表示，此言仅代表他自己的意见。
